Step one: identify the protect surfaces. A protect surface is a specific high-value asset — a customer data store, a payment authorisation service, a credit decisioning engine — that the bank wants to defend specifically. Trying to defend everything equally is how zero-trust programmes fail. Defending three or four protect surfaces, well, is how they succeed. The criterion for the first protect surface is the combination of business importance, sensitivity, and feasibility — pick the one where the value is highest and the technical lift is most contained.
Step two: map the flows. For the chosen protect surface, document every legitimate path of access — every user, every service, every API, every data flow. Sanctions providers, PEP databases, adverse-media services, and the bank's internal customer data store were each separate protect surfaces. How to Choose Where to Start
Use a simple decision framework to select the first protect surface. Rank candidate surfaces by three criteria: business criticality (what does the bank lose if this is compromised), regulatory sensitivity (which obligations does it touch), and technical feasibility (how dependent is it on legacy infrastructure that would resist segmentation). The candidate that scores high on the first two and acceptable on the third is the first protect surface.
For most banks, the answer is a customer-facing API platform, a payments authorisation service, or a recently-built greenfield platform. Avoid making the core banking ledger the first protect surface — it is too central, too legacy-bound, and too risky to learn on. Build the muscle on a contained surface, then take that muscle to the harder problems.
